Introduction

The Office of the Treasury Officer, Jowai District Treasury, West Jaintia Hills District, Jowai is the focal point for the conduct of Government Transactions in the District. It is the point at which initial records are kept for Government receipts and expenditure occurring in the district. The Treasury Officer along with the supporting staff of the Treasury facilitates the receipts of government revenue into Government Account and payment of Government dues from the Government account. It is also responsible for timely submission of compiled accounts of receipts and expenditure occurring in the District to the Accountant General of Meghalaya. It is perhaps one of only a handful of government offices functioning in the district where its primary functions are being carried out in digital mode.

Functions and duties of officers and staff

1 Treasury Officer The Treasury Officer is responsible to supervise, control and affectively run the District Treasury. He is responsible for all the functions as are provided for, in different rules / instructions in respect of financial transactions pertaining to receipts and payments on account of the State Government relating to various Government Departments at the District. He is also responsible for matters relating to claims of employees and pensioners. Further, he is also responsible for timely and prompt submission of the monthly compiled Accounts relating to such transactions to the Accountant General. For proper discharge of the above functions, the Treasury Officer is to strictly observe all rules prescribed by the Government for his guidance with regard to the daily routine of Treasury work.
2 Assistant Treasury Officer To assist the Treasury Officer on all matters aforementioned with regard to matters for timely rendition of accounts to AG, Employee Database, Pension and own establishment.
3 Accountant To assist the Treasury Officer on all matters aforementioned with regard to matters for timely processing and payment of claims against government and strong room matters.
4 SAAs To assist the Treasury Officer and Accountant on matters with regard to matters for audit and scrutiny of Bills, rendition of accounts, timely processing and payment of claims against government as per allotted duties and also for strong room duties.
5 JAAs To assist the Treasury Officer and Accountant on matters with regard to matters for audit and scrutiny of Bills and timely processing and payment of claims against government as per allotted duties.
6 DEOs To assist the Treasury Officer and ATO on all matters related to salary bills of DDOs as per allotted List.
7 Peons To assist in matters relating to Dak, Bank Duty, Stamps and Strong room, etc as per allotment of duties.
8 Record Sorter To assist the Treasury Officer and ATO on all matters related sorting of records for purpose of compilation and rendition of accounts.
9 RCW RCW Cleaner / Sweeper. Maintenance of cleanliness and hygiene
10 Casual Peon To assist in matters relating to DAK, Bank Duty, etc.

  2. Only Treasury in the state with Nil Delay in rendition of accounts to the Accountant General during F.Y. 2019-2020.
