CHAPTER – 1 (INTRODUCTION)
The Basic information on the organization, functions and activities of the Supply Branch, West Jaintia Hills District, particularly in relation to the TPDS.
The information would be helpful to every individual as well as by the Public especially those who acquire knowledge on the functions and activities of the Branch.

CHAPTER – 2 (MANUAL – 1)
PARTICULARS OF ORGANISATION, FUNCTIONS AND DUTIES.
The objectives\purposes of the Public Authority of Deputy Commissioner (Supply), West Jaintia Hills, Jowai is to ensure that schemes under Targeted Public Distribution System are smoothly and effectively implemented. The Public Authority of Deputy Commissioner (Supply), West Jaintia Hills District, Jowai implements the following schemes and performs the following duties and functions:-
1.National Food Security Act, 2013-
The Schemes under NFSA, 2013 was implemented in the year 2016 which covered about 75% of rural Population and 50% of the urban Population at a highly subsidize rate of food grains(Rice) by Government of India. The lifting of rice is done by the wholesalers from the FCI godown and the wholesalers distribute the allotted quota to the Fair Price Shops through door-step delivery. The Fair Price Shop Dealers distribute the foodgrains to the beneficiaries by using e-Pos devices. Further, the lifting and distribution of foodgrains under PDS calendar to the consumer are made regularly as per PDS calendar through the 19 (Nineteen) nos of wholesalers and 225(Two hundred and twenty five) nos of Fair Price Shop Centers at subsidized rate fixed by the Government. The Public Authority in its endeavour to reach and serve the people and also to make the PDS universally available to all, supplies food grain (Rice) to all household in the District who are not covered under NFSA 2013, at the scale 7.215kg per card per month @ of Rs.8.30 per kg and not to exceed Rs.14/- per kg considering the intra-state transport, handling and profit margin. 2. Public Distribution System (PDS) Superior Kerosene oil (SKO)-
The Public authority of Deputy Commissioner (Supply) received allotment on quarterly basis which differs from one quarter to another, the same is re-alloted to 3 (three) Government appointed S.K. Oil Agencies for lifting and 1(one)S.K.oil Retail Dealer for distribution to the beneficiaries under NFSA & Non-NFSA Card holders. Further, fixation of wholesale and retail selling price is being done on monthly basis on receiving the Arrival report along with IOC invoice challan from the S.K Oil Depots .Details coverage under the schemes as indicated below:-

3. Price Monitoring Cell-
The Public Authority might at all times make every effort to prevent any unscrupulous malpractice trades so as to avoid any undue exploitation to the beneficiaries of the District by monitoring the stock and prices of the 23 items of essential commodities in the open market. Daily price has been collected on both retail & wholesale and reported online Via PMs Mobile App to the Price Monitoring Cell, New Delhi. Regular inspection/raids were also conducted if the situation warrants.

5.Role and Responsibilities of the DGRO and AGRO-
For the welfare of the consumers in the District and to address the grievances of the Public Authority from time to time, the Deputy Commissioner (Supply) has appointed the Addl. Deputy Commissioner as the DGRO and the Inspector of Supply as the AGRO. The DGRO & AGRO play a very important role in effective implementation of various schemes under PDS, accept and address complaints, queries from Public/Call centre (toll free number 1967) in writing, in person, online complaints through www.megpgrams.gov.in and complaints from Whats App number 9402327737. 6. Implementation of One Nation One Ration Card(ONORC)-
The Public Authority has recently implemented a new system of One Nation One Ration Card (ONORC) which aims to ensure all beneficiaries; especially migrants are able to buy subsidized foodgrains as per their entitlements across the nation from any Fair Price Shop of their own choice. This new system identifies a beneficiary through biometric authentication on e-pos device. Further, it may be stated that the ONORC relies on the use of Aadhaar to uniquely identify beneficiaries, hence, the Public Authority has installed e-pos devices in all FPS within the District, seeded all the FPS Dealers Aadhaar along with two nominees for operating e-pos device. Seeding and enrolment of Aadhaar for NFSA beneficiaries is an ongoing process.
7. Installation of Electronic Point of Sale (E-Pos) Device-
FPS Automation project is a part and parcel of ONORC, the Public Authority instructed all the FPS Dealers to use their e-pos device during distribution of foodgrains either online/offline. At present, the FPS Dealers are using both online/offline modes.
8. District Forum-
District Forum is established by the state government in each District. This Consumer Court deals with complaints where the value of the goods or services and compensation. The District judge is the President of District Forum where it consists of 2(two) members- 1(one) male and 1(one) female.

CHAPTER – 4 (MANUAL – 3) PROCEEDURE FOLLOWED IN DECISION MAKING PROCESS.
The Deputy Commissioner (Supply), West Jaintia Hills District, Jowai is the head of the branch. All matters requiring for smooth functioning of the Branch is decided by the Deputy Commissioner (Supply) himself. However, matters relating to TPDS, the Branch is only implementing the Directives of the Heads of Department\Government. In case of non-satisfaction of the decision, appeals can be made by way of petitions to be submitted to the Deputy Commissioner (Supply), West Jaintia Hills District, Jowai.
