Over the last two decades, expenditure on salaries and pension has emerged as the largest expenditure head of the State Government. In the absence of authentic and dynamic information on employees and pensioner and their entitlements, the State Government is unable to accurately compute or project the salary and pension expenditure which is necessary for sound Financial planning, estimating the impact of Pay Commissions or for planning of developmental expenditure.
Under the direction of the 13th Finance commission the State Government has decided to create a database of all State government employees and entrusted this project upon the Directorate of Accounts and Treasuries, Meghalaya, Shillong. In addition, the State Government has also approved the database template for collection of the information. Source : Manual for Workshop
